Mongols, or Mongolic peoples, are an Inner Asian ethno-linguistic group. Although the largest Mongolic group are those of Mongolia, they also live as minorities across Northern Asia, including RussiaChina, and many of the former Soviet Union states.
This story is related to a period in which capturing of areas was order of the day. powerful personalities or tribes used to made Lashkars ( a group of people: early form of army) and fought with internal enemies and also with neighbouring people. After that they used to go to other areas. It was order of the day and you can map it from ancient period till 20th century easily. Sanctity of borders was no issue yet it got place after the rise of Nation State phenomenun in 19th century. There were numerous forms of informal pasports yet in modern times  the Ottoman Empire and the Russian Empire maintained passport requirements for international travel, in addition to an internal passport system to control travel within their borders. but it was not for the whole world at all. In 1920, the League of Nations held a conference on passports and through tickets. Passport guidelines and a general booklet design resulted from the conference, which was followed up by conferences in 1926 and 1927.
The United Nations held a travel conference in 1963, but passport guidelines did not result from it. Passport standardisation came about in 1980, under the auspices of the International Civil Aviation Organisation (ICAO).
It is to be remembered that you cannot compare it with modern invasions and if you read Alberuni, Hoansan, etc you will not find such conotation yet it appears in history books after rise of nation state phenomenon. We should not analyse past history with respect to our modern norms neither we can apply old norms today.
