Right Choice: Strengthening of Elected Tier in Pakistan & a Challenge too

Right Choice

Strengthening of Elected Tier

in Pakistan and a Challenge too

Choice of Mian Raza Rabbani as Chairman of Senate shows the maturity of elected tier in Pakistan. There are reservations regarding selection of deputy chairman yet unopposed election of a person who has history to challenge both Zia and Musharaf is an achievement of Pakistani political system. Informed & smart media persons tried to play as usual with the Senate Election but the result proved them wrong again. Born in a family of Jalandri arians at Lhore, Raza played an important role not only regarding restoration of democracy, provincial harmony but also keeping the right direction of his comrades. His father, an officer of Air force was ADC of Jinnah and he worked under Z A Bhutto and Benazier Bhutto and with such legacy he is now sitting on the seat of Chairmanship of Senate. It is the 3rd important seat after PM and President and out of three the important seats two are from Karachi yet Punjab, KPK, Baluchistan did not object on it which is a good signal. Federalism and provincial harmony are two loves of Raza and he should play his role in reducing provincial tensions. From the early tears our establishment has a colonial legacy of centralism and to protect centralist mindset they remained busy in playing with provincial differences. For this they coined Big province versus small provinces tactics and played against the biggest province Bengal till 1971. Post 1971 scenario showed that they are still playing with the tactics as usual. Zia played with Punjab versus three provinces and during his last days Bazenjo realized that game plan and said
“Keeping all these possibilities in mind, and the objective conditions around us, I had reached the conclusion that the aim of our mobilization should not be predicated on Punjab-Bashing and Secession. On the contrary, we should unite and fight for the political and economic rights of different nationalities within the framework of Pakistan.”

From Kalabagh dame, breaking of provinces till playing with languages and dialect issues we have a history of unresolved things but it is a time to resolve such issues at federal level and senate can play an important role in this regard. The issue of more powers for senate is important and one should adopt election of Senate issue on similar line as we elect women seats in National Assembly.  Mixture of Presidential and Parliamentary form of government is a twist. But some forces are still reluctant to strengthen elected tier and political parties in Pakistan. Raza’s selection is a test rather than luxury for him.
