Maapay Model: Save Public Schooling in Pakistan

Maapay Model
Save Public Schooling in Pakistan

Parental Voice for Quality Education

It is right time to raise the voice for the improvement of deteriorated Public Schooling in Pakistan. It is already late yet if we continue this than we will not able to save public schooling in future any more.  In big cities we already lost public schooling due to continuous ignorance.  The message is dangerous not only for the state of education but for the country itself and the message is “Quality education and Quality health care is for elite & upper middle classes only”.  The solution of this complex question is neither in the private sector nor in the popular slogan of uniform education system.  We should reject Black & White analysis and tries to find Out of box solutions. One fine example is Maapay Model which needs your little attention. Recently, I attended a seminar organized by Consumer Rights commission of Pakistan regarding the Model. Engagement of all stakeholders including elected representatives and research based activism is appreciable in this model. No doubt, Tehsil level data of public schools derived from district level data of education by Alif Alan & I-SAPs by CRCP is a good effort which helps all those who want to transform Pakistani education system in favour of people of Pakistan. The story itself enough to understand how can we address this complex but important issue of public schooling in Pakistan. The model is in practice in 4 Punjabi districts namely Mandi Bhaudin, Gujranwalla, Gujrat and Jehlum.  Example of Tehsil Khaian, District Gujrat shows presence of 25 schools without electricity in the data. The district has a huge cantonment and on top of it the district remained home of a prime minister, chief minister and education minister.  The situation of public schools of Lhore is also an example of criminal neglect. Punjab Local government ordinance 2012 provides a good opportunity in the form of Education and health authorities yet question is criteria for selection and continuous monitoring of the monitors. Data given by the NGO is not only about the missing facilities but also identifies quality of education too. In the portion of missing facilities one should add play grounds and libraries too. Standing Committee for education in Punjab assembly and Government of the Punjab should consider Maapay Model immediately as a replicable model. Read and enjoy.
