Haroon Rasheed is among many media supporters of Imran Khan yet even he starts criticizing Ik and this recent column is a proof of this claim. Hopefully Ik will not say that H.R is a Nawaz’s man or H.R took money from Mir Shakil ur Rahman or GEO/Jung Group. IK and his cronies have no answer for hiding a conspicuous meeting at LONDON for more than 80 days. Last day, IK was giving his lesson about TRUTH yet he himself needs to accept his lies. Although H.R is the same person who twisted translation of IK’s book by using his masterly editorial skills yet his recent column is a rejoinder for captain. IK has a pride of being a sportsman yet in politics he forgets his sportsman spirit. After successive failures in Dharna politics (Sit INS) now he is busy in public gatherings elsewhere.  People have no sympathies for his civil disobedience and blame game politics at all. His halfhearted resignation derive is meaningless. His dependence on people like jamshed dasti, Sh Rashid, Gujrati Chudhries etc proved useless. His party’s own president is not with him. Had he stick on electoral reforms issue, he would be a role model but he himself opted for a short cut which ruined him and his party. He has to choose between his bad politics and party. Victory of PTI in 2013 elections was a good entry in Pakistani politics so no one will celebrate its death but it depends on Ik himself. If he accept his bad moves in recent politics than he has a future too.

No doubt a lovely soul , does not look like a bureaucrat. He is currently in Pakistan Railways but his passion for archeology is his identity. I have a long association with Ghuri which started from his book "Ucch Sharief" in late 1990s. His another book is about pre harappan settlements  around the river Ravi which remind us about the ancient land in which we are living. He give us introduction of 12 pre harappan settlements in that wonderful work. His work regarding Indus valley is directly related to the history and culture of the Punjab for sure.

If one develop a chart of riggings and misconduct during last three elections (2002, 2008 & 2013) one can easily know about the improvements but if you have an agenda than you will always play with perfections. In his recent report ECP has declared 2013 elections as “The Most Credible elections in the history of Pakistan” but our Gulu Media is not ready even to read the report. In this report we also find recommendations regarding media coverage and misconduct even by the monitors like FAFEN but such news will not get any place due to obvious bias. Report not only appreciated efforts by international actors like UNDP and IFES and also mentioned EU and others positively yet none of them neither pinpoint Chief Justice Ch Iftiqar nor talk about 35 famous most rigged cases. Are they all were supporters of PML nawaz? In its recommendations the report did not mention any particular province but talk about weaknesses of the whole system. It is contrary to what our Gulu media is reporting from last few months. According to IK, except KPK provincial assembly elections rigging is found everywhere. PPP is not mentioning rigging in interior sindh while MQM is silent about Karachi. ANP and JUI are talking about massive rigging in KPK. Not a single international monitor ever mentioned Punjab specific rigging but Gulu media is constantly spreading false analysis with the support of Gulu anchors and Gulu analysts’.  Please read some extracts from the report and if you need to read more , in the end there is a link of full report too.

3.       Pakistan held its largest General Elections on 11 May 2013, involving over 86 million voters and nearly 650,000 polling personnel working at around 70,000 polling stations. It was a huge challenge.
4.       Election Commission of Pakistan (ECP) fulfilling its Constitutional obligations delivered a free, fair and transparent election, which has been seen as an important development for the country’s democratic institutions.
5.       Holding elections on the same day in a country of Pakistan’s size, both in terms of geographical spread and population, was never an easy job; however, it was done with a professional precision.
6.       The ECP must also acknowledge the contribution of two external organizations – International Foundation for Electoral Systems (IFES) and United Nations Development Program (UNDP) – that provided technical assistance and support in a number of areas.
7.       ECP established a Post-Election Review Committee comprising ECP, IFES and UNDP officials.
8.       The ECP post-election review committee met on 2 October 2013 under the chair of Secretary ECP. Senior officials from ECP UNDP and IFES attended this meeting. This session was a brainstorming session to review the issues faced during the election, coping mechanisms applies, lessons learned, and draft recommendations from the PER process.
9.       The revised electoral reform proposals will be put forward to the parliament by the ECP.

11.   Key Challenges faced by the ECP
A.      In some areas, teams appointed by the ECP for campaign monitoring could not deliver the expected outcome, and violations of the code of conduct by some candidates went unnoticed.
B.      Another challenge faced was lack of support from political parties and contesting candidates – they were seen violating the code of conduct
C.      The ROs had the full authority to accept or reject nomination papers of the contesting candidates, but the ECP did not issue specific instructions on how to undertake this process and it was left to the ROs.
D.      Armed forces were also deployed in areas that had the potential for violence. Nearly half of the polling stations were declared sensitive.
E.       The ballot papers in some areas were delivered late, thereby causing problems for ROs and PrOs.
12.   The Result Management System (RMS) provided by UNDP did not function properly from the very first day of its installation as the persons appointed to work for this system have not proper knowledge of the software of said system and due to that reason; most of the Returning Officers have managed / prepared the result sheets manually. It is proposed that proper raining about software of RMS may be given to the Data Entry Operators of ECP field Offices.
13.   . Change in the description / boundaries of the census blocks may not be made until next National Census in the country.
14.   There is dire need to devising of code of conduct for media to access the Election Offices. It has been observed that the media reporters freely entered into the offices and insisted (and in some cases forced) to provide information demanded, hence badly disturbing the office decorum and secrecy of election work. There should be a policy to ensure that the media may get information without disturbing offices decorum and violating of security regulations.
15.   The Accreditation cards for media and NGOs are issued for observation on polling day. However, the process is still not regularized. There is need to formulate the eligibility criteria for issuance of card, setting up requirements for the applicants and briefing the rules for observation on polling day.
16.   The implementation process for campaign expenditure is very weak, e.g. the expense limit could not be implemented in reality.
17.   The attitude of some of polling agents was disruptive, which made it difficult for polling staff to carry out their duties.
18.   The FAFEN election observers did not follow the prescribed code of conduct; some actively interfered with the polling process. They took pictures of voters while they were stamping their ballots and casting their votes, thus violating the sanctity of the secrecy of the ballot.

20.   There is a dire need for the deployment of army to maintain security in the country on poll day. Deployment of army inside and outside the polling stations was recommended by most of the ROs because it is perceived that army is capable of maintaining law and order situation under control. There was some concern that relying on the army at the expense of civilian powers sets a negative precedent. It could be evaluated whether the security personnel should be under the disposal of DRO.
21.   Furthermore, entities such as political parties, election observers and media personnel were often found to violate the codes of conduct issued by the ECP. Election observers and media personnel in particular were not adequately trained on election operations and procedures and they often sent out inaccurate reports before verifying the facts with the ECP.
22.  There should be legally binding penalties for violations of the codes of conduct by political parties, election observers and the media.
23.   Some PrOs complained about the role of media and yellow journalism.
24.   Clear directives form the ECP were often not communicated to the ROs, such as the permission to media persons and journalist to enter into the polling stations for the coverage of polling process.
25.   There is a need to enact a law to regulate the election campaign through the commercial media and to place a ceiling on such spending by political par ties.

In same month, some two years back President of Russia Vladimir Putin postponed his visit of Pakistan. Some newspapers linked that cancellation with US who used Indian pressure for cancellation. Whatsoever are the reasons, but it was first ever visit of any Russian President in Pakistan. Today Chinese president is ready to visit Ahmedabad, the commercial capital of Gujarat state in India, this afternoon. Modi has described the India-China ties as going "beyond plain arithmetic". But why Chinese President has to cancel his visit? Who are the forces responsible in it? Ironically, those forces are still sitting in D-Chowk. Imran Khan told in media that there was not any planned visit but am reproducing a news item from Chinese newspaper Published at September 12, 2014. Although Chinese President Xi Jinpingis keen to reschedule his visit and said “"I am always looking forward to visiting Pakistan, and hope can make the visit at an early date," said Xi who added that Sharif is welcome to visit Beijing and join meetings during the APEC meeting in November, and looks forward to seeing him then.” Marchers in Pakistan should understand that it is neither 1960s nor 1980s, now all news and event reporting is at One Click distance and it is age of information. No one can make fool others. India is ready to negotiate with China & SCO. China met Maldives and sri Lanka while Modi visited japan before this visit. It is time of realignments but it is linked with engagement rather than isolation. “Xi also announced that China would provide further aid to Pakistan for its flood disaster-relief work. Aziz said Pakistan thanks China for its understanding and support, and the condolences as well as aid China provides for flood disaster work.” 
Pakistan can take china’s help from her Space-based technology to help deal with disasters. From 2007 China is working on it extensively. “China has also assigned the high-resolution Earth observation satellite Gaofen 1 and weather satellite Fengyun 3C for duties under the charter and to replace their predecessor, the Shijian 9A, a technology demonstration satellite.” 
Just rethink what is the catch in “Look-East” policy of Russia, beyond plain arithmetic" policy of India and “All weather friends” policy of china for Pakistan. Interestingly India and Pakistan are ready to negotiate with China, US, Japan but not prepare to negotiate with each other.

Some forces are active to destabilize this region just to contain China and revival of Silk Route.  A destabilize Pakistan will help this agenda largely.Chinese prepared the plan in April 2013 and Chinese president announced it in September 2013 but in a year Pakistan has been disturbed. From return of Mushraf till Dharna politics many actors are active to fulfill the agenda. After May 2013 elections Pakistan was ready to explore new opportunities but in many ways it was not acceptable to many forces due to diverse reasons. A disturb Pakistan and a destabilize Afghanistan is in their best interests.  Both countries are in democratic transition and every effort to destabilize democratic transition is fatal.

Cancelation of Chinese President’s visit of Pakistan is symbolic victory of those forces who are serving Others. Although in his latest statement, Chinese president smartly “well left” it and reassured his friendship with Pakistan and said he will visit Pakistan soon. This will provide an opportunity to begin the expansion process during the Russian presidency,” Lavrov said in an article published on Wednesday in Rossiyskaya Gazeta.” Middleman role of China in Ukraine crisis is disturbing for West (US & Britain) but people of Ukraine are like Pakistan learning lessons from it. “"Relevant parties need to get to the bottom of the matter and fundamentally sort out and resolve the problem," Xi told Putin during a meeting in the Tajik capital Dushanbe on the sidelines of a Shanghai Cooperation Organisation summit.China daily reported the SCO summit as “President Xi Jinping said at the summit that China readily welcomes countries that meet the requirements for SCO membership.
The SCO comprises six member states, five observers and three dialogue partners. Two of the observers, Pakistan and Iran, have applied for membership, and India has expressed its intention to do so but has not yet submitted a formal application.
A statement from Pakistan's Foreign Ministry issued on the eve of the summit said, "It is a matter of satisfaction that Pakistan's request for membership of the SCO is under active consideration….Guan Guihai, associate dean of the School of International Studies at Peking University, said the membership applications serve as a vivid illustration of the SCO's increasing influence”

The opening page of Anatole Levine’s famous book “Pakistan A Hard Country” reminds us impacts of climate change in India and Pakistan where he mentioned many reports by international institutions too. From a long time we are observing natural and man-made disasters in our lands but still we are handling it in reactive mode. Either you like it or not, relief work is a huge business and many over smart people earned a big portion of their annual income from the relief work. I remember autobiographical account of Akhtar Hamid Khan who joined ICS in mid 1930s. In 1943, he resigned from his lucrative job and he recorded massive embezzlements in the relief work in Bengal during famine of 1943. So we have a strong legacy from colonial times of using disaster for profit making and it is still in practice.  

It is to be remembered that a cyclone was a major reason in the victory of Awami League just before December 1970 elections. The tropical cyclone hit at November 12th 1970 still remains the deadliest tropical cyclone ever recorded, and one of the deadliest natural disasters in modern times. At that time Mollana Bhashani demanded ruling elite for postponement of the elections in Easter Wing as Mujib was using that disaster for political gains especially in all 5 affected districts. At that time some internal and external forces were trying for one party victory in eastern wing. But in the presence of Mollana Bhashani it was not possible. So government postponed election in October 1970 and set new date for December 5th. Yahya government refused to postpone elections and it was a message for Bhashani that ruling elite had decided to separate East Pakistan.  
In August 1973, Pakistan, Bangladesh and India suffered huge losses due to unprecedented rains for more than 10 days. Flood of 1973 was horrible. After those floods Pakistan with the help of World meteorological department had established a latest center at Jail road Lhore for monitoring climate. WMO supported it in numerous ways and till late 1980s Lhore center was able to monitor climate till bay of Bengal. After so much assistance problem remains there. Point should be noted that same assistance from WMO was provided during same years to Bangladesh and now Bangladesh is far ahead of Pakistan in dealing disasters. During Mushraff time, after 2005 horrible earthquake Pakistan again got chance to address issues of disasters and climate change.  So NDMA was established with the help of international development actors and with international expertise NDMA developed a framework too. But in 2014, things are still there why? Is it due to relief mafia? There are numerous departments and institutions that are busy in relief work but all are doing it separately. Duplicity, loss of human resources, conflict between institutions, is visible due to this situation. Flood relief commission, Pakistan Meteorological department (PMD), NDMA, Pakistan army, and numerous other departments are using their energies separately. In past we observe emergence of numerous Funds who were busy in collecting money from people. State should have a single institution, like NDMA for addressing challenges related to climate change and natural & man-made disasters. Political parties and parliament should have a consensus on it so that every new government takes its ownership easily. But relief mafia is stronger and it has many faces too. 

Now just come to recent flood situation. We all knew water comes from India and according to PMD, we have a capacity even to check short rain fall till bay of Bengal. From 27th August Indian media reported unprecedented heavy rain fall and at September 2, India opened shutters of her dams due to heavy rains. But at that time government was heavily engaged in dharnas. Shameful attitude of Dharna politicians regarding visit of Chinese president and recent disaster shows priorities of both leaders.Till 3rd of September, heavy rains ruined Jammu and if you have flood in Jammu then it must affect areas like Sialkot too. In Jammu flash floods were main cause and according to media report published at September 7, "Five days of incessant rains in Indian-controlled Kashmir have left at least 120 people dead". 
So in the presence of this situation toothless NDMA neither work effectively nor handle relief mafia.

Pakistan had signed construction of Silk road in 1966 with China and in late 1971 Pakistan was punished due to that deviation. They had many local actors in Pakistan who served for it."President Xi Jinping in October 2013 introduced the concepts of “New Economic Silk Road” and “Maritime Economic Belt” to launch a new regional plan for economic development and social prosperity." In order to destroy this plan, some forces are very active not only in South Asia but also in west and Central asia. Chinese President is coming to Pakistan but capital of Pakistan is not clear due to So-called revolutionaries. Link is very visible but first you have to understand what is in mind of Chinese and then you can understand what is Pakistan's interest. You can well understand who want to disturb this region? it is very clear. 

"The officials from Foreign Ministry informed that the framework for new Silk Road initiative is based on openness, inclusivity and voluntary participation. The new Silk Road concept has thoroughly embodied ecological and environmental considerations to build firm foundation for green revolution to ensure long-term foundation of social development and economic growth in the region. The financial base of this cooperation is designed on win-win philosophy and emphasised the model of one road-one belt concept to strengthen Chinese relationship with each and every country in its neighbourhood."
