That treaty was signed when there was no elected government and no assembly that could discuss the treaty. It was signed in September 19, 1960 when a dictator General Ayub Khan was so-called President. That treaty served Indian interests and that is why Pandat Nehru loved to visit Karachi for signing agreement.

Instead of engaging them in supper tax, he raised it as 22 family rule that further translated in nationalization after disintegration of Pakistan. it neither benefited the State nor people in general but shattered economy smartly.
