On Arrival visa for 40 countries but what is the Policy?

According to NDTV New Delhi India has initiated the process for making it a more tourist friendly destination, which includes extending on arrival visa for 40 more countries, simplifying online visa and attracting senior citizen foreign visitors. The consensus was brought on these issues during a high level meeting convened here today by the Planning Commission. "There was a consensus about initiating the process to make India a tourist-friendly country and extending the on-arrival visa facility to around 40 more countries," 
Though tourism one can earn huge money, can build country's soft image too yet if one has not domestic and regional tourism then every one do ask, for whom we are doing this. There is long list of countries who will get this facility yet how many South Asian countries are in this list? 
As publisher, i knew there is not any two way trade between India & Pakistan. Government of Pakistan has liberaly allowed her traders yet Indian government still rectant in this regard. So we are purchasing books from India yet we cannot send books to Indian counter parts. As there is One way trade so its chunk is not very high. That policy is in favor of piracy and against writers. if India donot allow Pakistani books then how can they allow tourists? Read the piece urself by clicking it
