The criteria is not wealth only. Other important things are Political power, economic activities, High standard of living and Art & Craft. For example Washington DC has high position in political power because of it status of capital of US yet it is at no 8 position in this survey. Tokyo, Hong Kong & Singapore have good economic activities yet they are at no 4, 5 & 6. Similarly Sidney, Toronto & Zurich are providing high standards of life yet due to lack of political and economic activities they are at no 7, 9 & 10.
