In a historic move, the Punjab Assembly (PA), on Wednesday, passed the Punjab Protection of Women Against Violence Bill that will, for the first time, offer substantial protection to women against various forms of wrongful treatment widespread in society. The bill had initially been proposed in May 2015 but had been obstructed by in-house objections. However, this time, while resistance remained, the amendments proposed were withdrawn by women members in favour of the bill’s assured implementation. The bill is highly comprehensive bringing several, previously ignored offenses under its gamut and encompasses domestic violence, emotional, economic and psychological abuse, cyber crime, stalking and abetting of offenders. Moreover, unlike previous laws, it introduces an ingenious implementation mechanism. Firstly, it proposes the setting up of 24-hour, women-run, district Violence Against Women Centres. (VAWCs)

Defendants can be cuffed with GPS tracking bracelets if ordered by the court. Those attempting to remove or tamper with the tracking bracelets will be jailed for up to one year and fined between Rs 50, 000 to Rs 200, 000. Lastly, Defendants will not be allowed to apply for an arms license or procure weapons, whereas weapons already registered in their name will have to be submitted with the court

The News

Filing a false complaint or levelling false accusations can be punishable by up to three months in jail and/or a fine of Rs50,000 to Rs100,000. The law will not allow aggrieved women to be forced out of her house. The defendant can be made to leave the house for two days, according to the law.
